Since the end of 2008, State Power Grid Corp of China announced to deploy smart grids nationwide, smart metering programms have been dramatically implemented in China. The several times of inviting public biddings in China for “smart meters” have proved this development. During this one year and half, nine pilots of smart grids projects have been installed and underway into operation, more than 30 million units of smart meters have been contracted and more than 10 million have been shipped. It is now the time to be freshly updated in these developments.

The past year has been an acceleration of activities among the numerous parties – various levels of Chinese power utilities have been tracking the national development plans and launching smart metering rollouts, manufacturers and suppliers and researchers have been busy for R & D activities, and related standard developments are underway in related standard development teams under the power network operators.

But there are many challenges and much more to achieve in the coming years. With the total almost 500 million units of smart meters due for deployment by year 2020 in China, it is questioned that the so-called “smart meters” are really smart and meeting the requirement of smart grids for the future? Are the selected solutions for communication technologies really matured and suitable for massive deployment? Are there problems on true interoperability between systems and equipments? More on data management, data privacy and security issues as well as improved energy management.
