Project Site: Guangzhou City Power and Remote Meter Reading System Project Site

Project Briefing:
The low-voltage remote meter reading system in Guangzhou City Power Company was established in 2009. Currently the total number of concentrator accessed is 4,507, the collector is 36,697, covering 600 thousand of households. The meter reading data will be automatically imported into marketing system database for its purpose of billing. This approach improves the working efficiency and quality, meanwhile reduces costs and mistakes.

An expert from Guangzhou Power will introduce the functions of the system, including remote meter reading function and remote power cut and recovery function. Meanwhile, a site visit to a community will be arranged to see the connecting details between meter and collector, collector and concentrator as well as its communication between concentrator, collector and main station

Visit Location: CLP Power Hong Kong Limited Meter Testing Centre - Smart Meter Testing
Visit Date and Time: 21st Apr. 2011 (Thursday) afternoon 15:00 - 18:00

Details of Visit:

CLP Power Hong Kong Limited (hereinafter referred to CLP) has about 2.3 million electricity customers. Every customer is installed with energy meter and achieves “one-household-one-meter”. All meters are selected from domestic and international vendors with good reputation to ensure good quality. Each 3 phase energy meter is tested according to the established procedures while the single phase energy meters are tested by sampling method. The meter batch failed in the test will be returned to the manufacturer(s). All meter testing benches are with high-precision standards and automated features. The Meter Testing Centre in Shatin is equipped with more than a dozen of meter testing benches, providing testing services for energy meters and metering equipment.

With the advent of newer measurement technology and the popularity of smart meters, CLP has upgraded 2 units of 3 phase meter testing bench. Apart from basic meter testing functionalities, the new meter testing bench can test complex features of the smart meter such as TOU, on/off switch and interfacing with communication port.

The testing bench is controlled by monitoring devices and software. The monitoring device is equipped with error calculation and display functions, the maximum demand time measurement interface, pulse transmitter / receiver, infrared port interface, 20mA and RS485 data communications interface.

The control software, which is developed for meter testing application, is running on the WIN7/WINXP platform. The software parameterizes the testing procedure and monitors the testing operation. It is designed in modular structure to facilitate the setting of different testing procedure.

Test results and reports can be printed and stored in the system. The test data can be saved as database files to export to other systems.
